Whosfan offers a service called Weekly Rising Star. Weekly rising stars will be displayed on My Page > Following Stars list as well as on the feed.
On the feed, you can tell the stars you are following and the rising stars apart with the star mark. (Star mark on the bottom-right of the star channel icon)
